In the background of that picture you can see some rain showers and possible gusty winds. The quote means that when weather is potentially “iffy” it is better to be on the ground. The whole quote goes something like this: “It is better to be on the ground wishing you were in the air than in the air wishing you were on the ground”.
I guess I am dense but what do you mean Safer on the ground? This little beauty is best in the air.
