I have flown into that strip (Belize Municipal now now named Sir Barry Bowen airport) hundreds of times. It’s not that short at 2900′

Is it just me, or does this seem to be a pretty low approach? Is he already flaring?

It does seem low. Maybe it’s a short runway and he is trying to plant it on the numbers.

With a mother in labor, he’s probably trying to exit the runway at the approach end taxiway.
