WMI Expands Atmospheric Research with SPEC Purchase

Weather Modification International (WMI), a company based in Fargo, North Dakota, has acquired SPEC Incorporated, a Boulder, Colorado firm known for its airborne cloud physics instrumentation and atmospheric research expertise. The acquisition was announced on June 26, 2025.

“SPEC has built a remarkable reputation in atmospheric instrumentation and research,” said Pat Sweeney, Chairman of WMI. “Their specialized knowledge supports WMI’s mission to deepen our understanding of the atmosphere and deliver solutions that have real-world environmental impact, and we’re thrilled to welcome their team into our growing ecosystem of innovation.”

SPEC, founded in 1979 by Dr. Paul Lawson, develops cloud particle probes used in NASA Airborne Science Programs and by researchers worldwide. WMI, which operates in weather research and cloud seeding, plans to invest in SPEC’s operations by enhancing infrastructure and expanding engineering and production capabilities company officials state. Don DeBlasio has been appointed as General Manager to oversee SPEC’s on-site operations in Boulder.

“We’ve enjoyed a long-standing relationship with WMI, and this alignment offers a natural path for growth for both companies,” said Dr. Paul Lawson, founder of SPEC. “It opens new opportunities to expand our impact in the international atmospheric research arena.”

The acquisition is part of WMI’s strategy to strengthen its capabilities in atmospheric measurement and research, integrating SPEC into its group of aviation and engineering companies.
