NTSB wants your thoughts

By Charles Spence · August 31, 2014 ·

The National Transportation Safety Board has issued a notice of proposed rulemaking seeking public comments regarding its proposed changes to rules governing investigation procedures.

The agency proposes to organize its procedures into mode-specific subparts to make the rules easier to access and consult. It also wants to update some terms and procedures, including using the term “event” to describe mishaps, rather than incident or accident.

    Gentlemen,

At the risk of sounding snobbish, I feel I must point out there is some confusion in the first two comments about the role of the NTSB. Passing GAPPA is something Congress must do to direct the FAA regarding the 3rd Class Medical. NTSB is not a regulatory body in the same sense and has no authority over or direct connection to the FAA. The rule changes are mostly procedural in nature. As for the addition of other language to describe accidents, this allows more flexibility in describing exactly what happened with mode (rail, pipeline, rail, air, etc) specific terms.

Bottom Line: The proposed changes are all goodness.

I agree with Lee. Focus on something that is important.

“…including using the term “event” to describe mishaps, rather than incident or accident.”

Really? That’s what’s highest on their list of things to do? Nothing on the GAPPA legislation? Color me shocked. Sit around and brainstorm on a term to make “accident” less threatening? And you need public comment on that change? Well, my comment is “Get off your A$$, adopt GAPPA without further delay, and eliminate the 3rd Class Medical.
